>> let's head over to rosemary for a look at how the weather is shaping up and of course we have the parade on our minds. good weather? >> yeah. cool and breezy but we will be dry. this morning waking up a little damp. some of us lucky enough to pick up drizzle, sprinkles with partly cloudy sky was the clouds overhead not as cold as yesterday but in to the extended forecast we will stay dry. i will break down the weekend for you coming up. >> a scary ride for passengers on board a transit bus. someone shot at the vehicle overnight. alex is live in oakland with pictures you won't see anywhere else. >> reporter: none of the passengers on board that bus were hit by gun fire. this morning oakland police are working hard to try to track down the group of teens who opened fire on the bus overnight. this happened about 12:45 this morning near 55th avenue and international. you can see the back window was blown out. this was an ac transit bus.

the shooters had just got off of the bus at the stop. when for some reason at least one of them started firing at the bus as it drove off. five bullets hit the bus. the driver after the shooting slammed on the brakes and several passengers were thrown forward. a sergeant on scene said that four passenger has to be taken to the hospital though the injuries are not considered to be serious. the police don't know what prompted the shooting but witnesses didn't report any sort of fight or arguments on board the bus so it's a mystery for police. obviously police this morning looking for your help. if you know about what happened call them. there have been no arrests so far and there are no updates right now to report on the investigation into a shooting that happened -- that left a ac transit bus riddled with bullets, nobody hit but several in the hospital. live in oakland. >> bay area residents will be

able to turn in their guns for cash today. the cities of menlo park, palo alto and east palo alto will hold a gun buy back. the event is from ten to two and all weapons will be accepted anonymously. anti violence groups will also hold a rally in conjunction with that. it's at 11:00. jackie spear will be among a number of speakers. today's events come a day after a day of action to end gun violence. dozens of people part paided in a vigil to remember victims of gun violence. that event was part of a national movement to pressure congress for action on new gun control laws. >> new this morning in his weekly address the president said congress must act now before automatic budget cuts kick in on march first. >> once the cuts take effect,

thousands of teachers will be laid off and tens of thousands of parent also have to rush to find child care for their kids. >> the president accuses republicans of failing to meet him halfway. he is calling for tax reform and moderate spending cuts. gop leaders say spending must be pulled into prevent a larger deficit. the president said the deep cuts will impact airport security, slow down medical research and put in danger national defense. the most contaminated nuclear site in the country is leaking toxic waste. at least six tanks are leaking at the hanford nuclear reservation in southeast washington state. there is no immediate threat to public safety and it could take a couple years for the chemicals to reach the ground water. the site prodeuced material used in the bomb dropped on japan. the defense cuts could impact clean up because workers may have to be furloughed.

the stalemate could affect air travel coming up in ten minutes the impact the cuts could have on the nation's airports big and small. >> the parents of a teen girl who died walking to her hotel have launched a new safety campaign and are asking teens to buddy up. >> when you go out with your friends stay with them. >> reporter: the body of the 19- year-old was found in a snow bank after she disappeared after a celebration. it's believed she got lost and confused in the freezing temperatures. her parents say that tragedy could have been stopped if a friend had been with her. >> when she left if someone had left with her they would have realized they were going the wrong wait a minute. >> wrist bands like those that say always buddy will be sold at a benefit concert tonight. an autopsy found she died of exposure. >> the largest provider of single rider power chair social

is the target of an investigation and stores all over the country are involved. on wednesday the fbi raided the texas headquarters of the scooter store more than 1200 employees were escorted from the building and sales records were taken. a government audit found the company has over billed medicare more than $100 million in the past three years. a study showed many people who got the chairs do not actually need them. >> a bay area tradition celebrates it's 25th anniversary tonight. workers are finishing up the 25 floats for the parade in san francisco. since it's the year of the snake many floats are featuring the snake in the design. parade watcher also see miss china town usa and her court. >> i am invested in my culture. my roots and i want to show them that the culture is a very important aspect of my life. >> there will be extra police monitoring the event.

. welcome back on this saturday morning. a live look there over the bay area. greeted by low clouds, patchy fog this morning. a mostly sunny sky and breezy conditions for the afternoon there is new information this morning about the killing of a 10-year-old jessica ridgeway. the man accused of killing her appeared in a colorado courtroom. police said that he kept some of her remains in a crawl space in his home that he shared with his mother. prosecutors also added three child porn charges saying they are connected to a video of a child found during the investigation. the girl disappeared walking to school on october 5th. he confessed to killing her 18 days later. a serial killer no longer wants to help find remains of his victims. he is one half of the group known as the speed freak killers. in a jail house interview he said he tried to help the fbi

but they ignored him. he announced earlier this week they are stopping the search of an old well because it didn't find remains. >> they have the wrong spot. they won't take my phone calls. i try calling them like five different times and finally i said screw it. i'm done with it. >> his partner committed suicide last year. they are suspected of killing more than 70 people. >> we are less than a week from the chopping block known as sequestration. the automatic budget cuts will greatly affect commercial air travel. afo could have delays of up to 90 minutes, the faa could loose $600 million in funding and more than 100 air traffic control towers. small airports may be hit just as hard as the big ones. contl towers uld close in concord along with airports in livermore, napa and san carlos.

some in the industry say air traffic would decline affecting several businesses like those providing fuel, parking and other services to planes in the bay area. >> i may be faced with having to lay employees off. the business has been tight for the last five-years since 2007 really. we saw a drop -- a huge drop in fuel sales and maintenance. >> the director of the field said the airport would stay open even if the cuts hit. most planes could take off and land without a control tower but he said pilots would have to rely on the radios to talk to each other. visitors to national parks would experience the effects of the budget cut. officials say there could be cut backs at popular bay area sights such as muir point and alcatraz. there would be 5% cuts, some could be furloughed for more than a month. administrators at the golden gate area say they have started

planning for it. >> the pentagon has grounded it's entire fleet of f-35's after finding a cracked engine blade on one plane. officials say that the problem came to light during a routine inspection at edward's air force base. the announcement as some members of congress have been questioning the cost of the f- 35 program. it's the pentagon's most expensive weapons program at almost $400 billion. right now supporters of drake's oyster bay company are holding a vigil to try to keep the company from shutting down. people have been gathering since 6:45 last night at the sacred heart church and say they will stay there until 6:45 tonight. they say they are praying for the 31 employees who could loose their job if the company is forced to shut down. after the department refused to renew the lease that company took it to court and lawyers have just submitted final arguments. >> two california highway patrol officers are talking about their close call with a

mountain lion near sacramento. it started last weekend when the two were sent to help a hiker who sid he was being stalked by the animal. >> i shudder to think what would have happened if he didn't have a phone or something to call for help. >> the officers say that they approached in a helicopter and saw the mountain lion20 feet behind the hiker. the sound of the chopper scared it off. later a fish and game warden was putting up warning signs when the lion approached him and as it did he shot and killed it. oakland's lake is celebrating a milestone. a 750-foot section of the lake chanal has opened for the first time in more than a century. it's the first time its been opened to boaters and kayakers. its part of a 47 million-dollar project to connect the lake to the oakland estuary and the bay. the project is scheduled to be completed next year. >> this morning microsoft said its working on affixes for an

outage of its azure cloud service. an expared certificate caused the service that stores data to go down yesterday afternoon. it's unclear when that service is going to be restored. in a separate incident they announced yesterday that some employee computers had been hacked but said no data was compromised. and on monday the menlo park planning commission will expand facebook's facility. the giant wants to build a second campus. nearly 3,000 facebook employees would work there and last month the city council agreed to a deal in which they would pay the city a million and a half dollars. >> the quakes are getting ready to start on their new home. they plan to start work on its 18,000 seat stadium on tuesday. workers will start by clearing the 75-acre site on coleman avenue which is located across from the international airport. the stadium is expected to open next spring.

on board the bus before the gun fire happened. so far again no arrests have been made and i did check in with the police and they say that they have no updates at this point on the investigation into the shooting. again five shots fired at the bus but nobody hit. live this morning in oakland. alex savage. >> we want to update you on that lockdown at the massachusetts institute of technology in cambridge. we told you that there were reports of a man with a rival on campus. we are now hearing that police searched the campus but did not find anyone with any weapons. a former prisoner is wake up a freeman after spending seven years in jail for a crime he says he didn't commit. much of that time was served at san quentin. ronald ross started crying after a judge ordered his release. the decision came after the innocence project and law students at santa clara investigated his conviction for attempted murder. >> god bless me with the dream

team. >> authorities say that ross became the main suspect in the case after his photograph was placed in a line up and he was wrongly identified. the innocence project said at least three witnesses lied to the jury during the trial. oakland police say they are reopening the investigation. >> an east bay preformer faces felony charges for allegedly abusing underaged girls. the 27-year-old is an actor and worked at the ballet school in walnut creek. he assaulted at least two underaged girls last fall and say there could be more victims. he appeared in court yesterday morning but did not enter a plea. a second prostitute has been charged in connection with the murder of a businessman. a judge ordered her held without bail on murder and

robbery charges. prosecutors say she and another provided information about the businessman's home to other suspects. he died in a home invasion last fall. santa clara county sheriff deputies say they took more than $600,000 of marijuana in a major pot bust. the team said it uncovered an illegal grow operation on thursday on apache court. agents found almost 500 plants and 70 pounds of processed marijuana. a 32-year-old was arrested. >> the president is scheduled to meet with arizona senator john mccain tuesday about immigration reform. he made the announcement after meeting the mexican president. the senator is one of eight working on a bill. he said there are still areas of significant disagreement with the presidents but he is optimistic legislation can be passed that will include a path to citizenship for illegal immigrants. the obama administration is also asking the court to

declare the defense of marriage act unconstitutional. in a brief the government argues that the law denies federal benefits to tens of thousands of same sex couples who are legally married under state law. the brief didn't address proposition 8, california's ban on gay marriage. the court is scheduled to hear the defense of marriage case next month. >> the governor is in washington dc this weekend for the meeting of national governors. putting in federal health care reform is one of the top issues. brown is also on the natural resources committee which will meet tomorrow to talk about extreme weather events in the united states. then on monday the governors plan to meet with the president. democrats no longer have super majority power in the state senate. marco rubio stepped down siting family reasons. this means democrats have 26 senate seats, that's one sort of the threshold they need to pass tax changes and override

vetoes. the loss is only expected to be temporary. the district will hold a special election to replace him which will likely happen this summer. >> maintaining control of the police force came at a cost for the city of oakland. the paper reports the city had $900,000 this legal bills after a motion was filed asking for a take over of the oakland police department. the city ended up striking a deal to retain control over most department functions but was ordered to pay attorney fees for both sides. >> a san jose police officer getting his marriage license caught a robbery suspect. >> we see sort of a fight going on. she said don't get involved and i don't want to. i hear the woman screaming. >> the sergeant was riding bart with his fiance and they were going from dublin to san francisco to get their marriage license many though he was off duty he jumped into action grabbing the suspect's arm and

holding her down. >> i applied pressure and the person screamed so i said calm down and we will get through this. >> i was scared, terrified. it's my partner. >> the suspect was identified as jennifer davis, facing a charge of strong arm robbery. the sergeant who is about to retire from the police department made his marriage license appointment with four minutes to spare. he is the son of an actor. >> security will be tight at tonight'sa parade in san francisco. police are adding extra officers for crowd control. barricades and no parking signs have already gone up along the parade route. this is the 25th year of the event. the largest parade out received asia. >> the officers will be looking for people, anyone that may be drinking illegal open container that are alcoholic. >> the parade will have more than 100 groups participating. there are some 25 floats, most

sprinkles this morning. already drying out. had to put drying out. some of us thinking what are you talking about? partly cloudy skies, a little cool out there this morning, a weak system moving through. behind it, we're going to be dry, cool and breezy for the afternoon. and what we received overnight is all we're going to get. extended forecast looking dry. i'll have details of your weekend and the extended look, coming up. . an ac transit bus ride ends in gunfire. ktvu's alex savidge, live in oakland with exclusive video of the incident and details on what led up to the gunfire. alex? >> reporter: well, i just checked in with oakland police a short time ago. they have no updates on this shooting investigation. police officers at this point still are trying to track down the teenagers who they say opened fire on that bus overnight. at this point, investigators don't know what prompted the shooting. no one was hit by gunfire, though. this happened around 12:45 this morning at 55th avenue and international. the back window on the ac transit bus was blown out after it was hit by five bullets.

police say the shooters just got off the bus at the stop, when for some reason at least one of those teens started firing at the bus as it drove away. now, the driver slammed on the brakes and that's when several people were thrown forward. a sergeant told ktvu that four passengers had to be transported to the hospital with bumps and bruises, although we are told their injuries are not considered to be serious. at this point, police don't know exactly why the teenagers fired on that bus. there apparently were no fights or arguments on board before the gunfire broke out. again this morning, oakland police still trying to track down those teenagers involved in the shooting. live this morning in oakland, alex savidge, ktvu channel 2news. bay area residents will be able to turn in their guns for cash today. the city of menlo park, palo alto and east palo alto will hold a joint gun buyback in the parking lot of east palo alto city hall from 10:00 a.m. to 2:00 p.m. all weapons are going to be

accepted anonymously. authorities will pay from $100 to $300, depending on the type of firearm. antiviolence groups will also hold a rally today in conjunction with the gun buyback. it's at 11:00 at the palo alto city hall plaza. congresswoman jackie spear will be among a number of speakers addressing the current state of gun laws. today's event come a day after a day of action to end violence. a candlelight vigil was held to remember victims of gun violence, part of a national movement to pressure congress for action on new gun control laws. it is the first day of the cross roads of the west gun show in arizona. last month, more than 20,000 people attended the show at the cow palace. show owner bob templeton says talk of stricter gun laws has more people than usual showing up. he says the fear of not being able to buy certain guns is driving sales. >> the 100,000-plus law-abiding

theater in petaluma. an autopsy found byrne died of hypothermia. the country's largest provider of single-rider power chairs is now the target of a massive federal investigation and stores all over the country, including one right here in the bay area, are involved. on wednesday, the fbi raided the texas headquarters of the scooter store. more than 1200 employees were escorted from the building and sales records were confiscated. a government audit found the company has overbilled medicare more than $100 million in the past three years. a recent study also showed many people who received those chairs do not actually need them. a bay area tradition celebrates its 25th anniversary tonight. workers are finishing up 25 floats for the chinese new year parade in san francisco. and since it is the year of the snake, many floats are going to feature a reptile in their design. parade watchers will also get to see miss chinatown usa and her court. >> i am heavily invested in my chinese culture, my chinese

welcome back. giving you a look here at the recent snowfall up in tahoe, courtesy of viewer devin nelson, this is a picture of the chairlift at alpine meadows. light snow falling in alpine meadows. received about an inch in the overnight hours and it's not just people out there enjoying the weather. this is a shot of his dog dexter playing in the new snow banks. the area received at least an inch in the last 24 hours and that latest storm brought us pretty good snow. so not a lot of rain here, but some nice, fresh snow for the snow pack. people living in the northeast are bracing for another winter storm. up to 10 inches of fresh powder expected to fall in new england today and tomorrow. and the biggest concern right now is that the storm could lead to major power outages. the storm has already dumped 17 inches of snow on the midwest and that has caused major problems for drivers and for the airports. >> it was very upsetting. you know, i don't think i've ever been through anything like this before. >> i think people underestimated the amount of

snow we were going to get. >> people who are planning to travel to the east coast this weekend are also being told to check the status of their flights before going to the airport. this is the third weekend in a row the northeast has been hit with a snowstorm. in this morning's weekly address, president obama called on congress to act now, before automatic budget cuts kick in on march 1st. it's called the sequester. >> once these cuts take effect, thousands of teachers and educators will be laid off and tens of thousands of parents will have to scramble to find child care for their kids. >> president obama accuses republicans of failing to meet him halfway. he is calling for tax reform and moderate spending cuts. gop leaders say spending must be reigned in to prevent a larger budget deficit. mr. obama says these cuts will impact airport security, slow down medical research, and jeopardize national defense. the obama administration says commercial air travel will be one of the area's mostly affected by the sequester. transportation secretary ray la hood warns that airline

passengers will experience firsthand the automatic budget cuts. he says sfo could experience delays of up to 90 minutes. federal aviation administration could lose an estimated $600 million in funding and more than 100 air traffic control towers nationwide would shut down. small municipal airports may be hit just as hard as the big airports. control towers would close at buchanan field in concord, along with airports in livermore, napa, santa rosa and san carlos. some of the industry say air traffic would decline, affecting numerous businesses, such as fuel, parking and other services to planes in the bay area. >> might be faced with having to lay employees off. the business has been tight for the last five years, since 2007 really. we saw a drop, huge drop in fuel sales and maintenance. >> the director of because chan in an field says the airport would stay open even if

sequestration hits. most planes could take off and land without a control tower, but pilots would have to rely on radios to communicate with each other. pentagon has grounded its entire fleet of f-35 fighter jets after discovering a cracked engine blade on one plane. officials say the problem came to light during a routine inspection atette wards air force base in southern california. the announcement comes as some members of congress have been questioning the cost of the f- 35 program. the f-35 is the pentagon's most expensive weapons program, at almost $400 billion. visitors to national parks would also see the effects of those budget cuts. government officials say there could be cutbacks at popular bay area sites, such as mere woods, fort point and alcatraz. america's 398 national parks would see immediate 5% cuts. some workers could be furloughed for more than a month. administrators at the golden gate national recreation area say this have started planning for reductions. two survivors of a tour bus crash in the san bernardino mountains have filed a lawsuit against the tour bus operator. eight people died when the

brakes failed on a bus on the mountain road earlier this month. the woman who filed the lawsuit says she suffered two broken legs and broken pelvis. her daughter also broke her arm. investigators say the company that operated that tour bus has a history of safety violations. legal experts believe the federal government would ultimately cut a deal with lance armstrong. the justice department is joining a whistle blower lawsuit against the cyclist. armstrong's former teammate, floyd landis, first filed the suit in 2010, accusing armstrong of hiding the use of performance-enhancing drugs from his sponsors. the government claims it's a victim of fraud because the u.s. postal service gave armstrong tens of millions of dollars as a main sponsor. oprah winfrey is now expressing interest in the oscar pistorious story. thursday night, she revealed to access hollywood what she would ask the olympian facing murder charges. she says her first questions to him would be, quote, come on,

. new information this morning about the killing of 10- year-old jessica ridgeway. yesterday, 18-year-old austin sigg, the man accused of killing the girl appeared in a colorado courtroom. police testified that sigg kept some of ridgeway's remains in a crawl space in the home he shared with his mother. prosecutors also added three child pornography charges, saying charges are connected to video of a child found during the investigation. ridgeway disappeared while walking to school on october 5. sigg confessed to killing her 18 days later. a serial killer no longer

wants to help investigators find the remains of his victims. wesley shermantine says he tried to help the fbi, but says agents ignored him. the bureau announced earlier this week it's stopping the excavation of an old well in san joaquin county. crews did not find human remains in that well. >> wrong spot. they won't take my phone calls. i called like five different times and finally i said, screw it, i'm done with them. >> shermantine's partner, lauren herzog committed suicide last year. the two are suspected of killing more than 70 people. a second prostitute charged in connection with the murder of a business man. yesterday, a judge ordered katrina fritz held without bail on murder and robbery charges. fritz is scheduled to enter a plea to the charges next week. prosecutors say fritz and another alleged prostitute provided information about the

the bus. passengers say the driver then hit the brakes. he soon realized everyone was in danger, though, so then he sped away and pressed the emergency alarm. no one was hit, but passengers say four people were hurt because of those sudden movements of that bus. no arrests have been made in the case. witnesses say there were no problems aboard the bus before the shooting. and there is new information this morning about a a crane collapse on the bay bridge. the collapse did cause cosmetic damage to the underside of the new east span, but the integrity of the bridge was not affected. >> the various parties that will be part of the investigation will be looking at both the crane and the piece of scaffolding that was involved in this incident as part of their ongoing investigation. >> the investigation into the crane collapse is expected to take about a month. the new eastern span of the bay bridge is still scheduled to open on labor day weekend. former prisoner is waking up a free man after spending close to seven years behind bars for a crime he says he did not commit. much of that time was served at

san quintin. ronald ross appeared in court yesterday, after a judge ordered his release after the innocence project investigated his conviction for attempted murder. >> god blessed me with the dream team, angels that brought me this far. >> authorities say ross became the primary suspect in the case after his photo was placed in a lineup and he was wrongly identified. the innocence project also says at least three witnesses lied to the jury during the trial. oakland police say they are reopening the original investigation into that shooting. an east bay performer faces felony charges for allegedly sexually abusing under age girls. 27-year-old jason pedroza is an actor at the center for the arts and also worked at the ballet school in walnut creek. investigators say he sexually assaulted at least two underaged girls last fall and there could be more victims.

pedroza appeared in court yesterday morning, but did not enter a plea. santa clara sheriffs deputies seized more than $600,000 of marijuana in a major pot bust. it uncovered the illegal grow operation on thursday on apache court in gilroy. they found almost 500 plants and 70 pounds of processed marijuana. a 32-year-old man who was found inside the home was arrested on drug charges. three northern california cities have made the list of the top 10 most miserable cities in the nation. modesto came in at number 5 on the list published by forbes. vallejo is number 6, while stockton is ranked 8th. detroit was named the most miserable decide. forbes analyzed unemployment, violent crime and traffic when compiling the rankings. on monday, the menlo park planning commission will consider a proposal to expand facebook's facility. the social media giant wants to build a second campus near bayfront expressway. nearly 3000 facebook employees

would work at that location. last month, the menlo park city council agreed to a deal in which facebook would pay the city $1.5 million. a prison hospital in san joaquin county needs to fill 150 jobs, mostly hiring medical personnel. but administrative, foodservice and custodial positions are also available. the state has spent $900 million building that massive facility. construction is expected to be finished in may. inmates will start moving there in july. the fda has approved a new drug for women with late stage breast cancer. the fda says kadcyla is approved with women with her-2 breast cancer. it is a combination of the drug herceptin and dm1, designed to work when herceptin can no longer alone keep cancer in check. the medication should be available in two weeks. amgen california is looking for volunteers when the race rolls through the bay area this

may. volunteers are needed for the san jose, livermore, mount diablo, san francisco and santa rosa stops. if you volunteer, you will receive a t-shirt, as well as lunch. you can apply through the amgen tour of california website. the san jose earthquakes are getting the ready to start construction on their new home. the organization plans to begin work on its 18,000-seat stadium on tuesday. workers will start by clearing the 75-acre site on coleman avenue, which is located across from san jose international airport. the $60 million stadium is expected to open next spring. believe the sleeve could soon become the new motto for the golden state warriors. the team debuted their new bright yellow uniform last night. it is 26% lighter than traditional uniforms. players must have enjoyed the new unis, knocking off the top team in the western conference in overtime. jack coming off the bench to score 30. at the start of the season,

looked like the sharks were unstoppable, but last night ended up on the wrong side of a record-setting game when they took on the chicago blackhawks. in a third period, the game was still tied and the sharks on the power play, but brandon fir right past niemi for the eventual win 2-1, setting an nhl record for compleeght the first 17 games of the season without a regulation loss. a popular destination and a place to cool down during the summer in alameda county could be a thing of the past. the east bay regional parks committee has recommended shutting down the shadow cliffs recreation water park in pleasanton for good. the committee has been looking for bidder to fund reconstruction of the aging slides. the district shut them down last year because it said the area needed $885,000 in safety renovations. and hundreds of people are going to take a dip in the chilly bay waters today for a good cause. you are taking a look at video from last year, the annual polar plunge. it happens at noon today at san

nuclear site in the country is leaking toxic waste. at least six tanks filled with radioactive liquids are leaking at the hanford reservation in new york state. there washington state. the site produced plutonium used in the bomb dropped over japan. the sequestration could impact cleanup efforts because workers may have to be furloughed. japan is vowing to become a stronger ally to the united states. yesterday, japan's prime minister met with president obama in the oval office. the two also sent a warning to north korea that nuclear threats would not be tolerated. president obama said the two are united in their determination for strong action. president obama is scheduled to meet with arizona senator john mccain tuesday about immigration reform. mccain made that announcement after meeting with the mexican president. the senator is one of eight

u.s. senators working on a bipartisan bill and he says there are still areas of significant disagreement with the president, but he is optimistic legislation can be passed that will include a path to citizenship for illegal immigrants. the obama administration is also asking the supreme court to declare the defense of mayor jack unconstitutional. the government argue the law denies federal benefits to tens of thousands of same-sex couples married under state law. the supreme court is scheduled to hear the defense of marriage case next month. the annual meeting of governors, implementing healthcare reform is on the agenda. brown is also on the natural resources committee, which will meet tomorrow to talk about extreme weather events in the united states. on monday, the governors plan to meet with the president. democrats no longer have supermajority power in the state senate.

central valley democrat michael rubio stepped down yesterday after two years in office, citing family reasons. this means democrats now have 26 senate seats. that's one short of the two- thirds threshold they need to pass tax changes and override vetoes. the loss is only expected to be temporary. rubio's district will hold a special election to replace him, which will likely take place this summer. maintaining control of the police force came at a cost for the city of oakland. the oakland tribune reports the city racked up $900,000 in legal bills after a motion was filed asking for federal takeover of the oakland police department. the city ended up striking a deal to retain control over most department functions, but was ordered to pay attorney fees for both sides. a santa rosa man whose license has been suspended more than a dozen times has been arrested for dui hit and run. chp says stephen moderos hit a fire hydrant and power pole yesterday morning, west of moreland avenue. authorities say he left the scene of the crash, but was eventually taken into custody.

moderos has two prior dui convictions and his license has been suspended 13 times. santa rosa police will be looking for drivers under the influence at a dui check point tonight. that check point is scheduled to get under way at an undisclosed location at 8:00 p.m. and it will run until 3:00 tomorrow morning. a santa rosa police officer getting his marriage license gets caught in a robbery suspect chase. >> we see sort of a scuffle going on. telling me, don't get involved, don't get involved. i don't really want to get involved. but i hear the woman screaming, he's got my purse, help me, help me! >> that is sergeant frederick kotto, riding bart with his fiance last week. they were headed from dublin to san francisco to get their marriage license. even though he was off duty at the time, sergeant kotto jumped into action, grabbing the suspect's arm and holding her down. >> when i applied pressure and the person screamed, i said, okay, just be calm, calm down

and we'll get through this. >> i was scared, terrified. >> the suspect has been identified as jennifer davis. she is now facing a charge of strong arm robbery. the sergeant who is about to retire from the police department made his marriage license appointment with just four minutes to spare. incidentally, he is the son of actor yaffat kotto. lake merritt channel has reopened for the first time in more than a century. it is the first time the tidal channel has been opened to boaters and kayakers since 1869, all part of a $47 million project to connect the lake to the oakland estuary and the san francisco bay. the entire project is scheduled to be completed next year. the chinese new year parade isn't the only thing being celebrated in san francisco. today, the unusual talent that will be on full display this afternoon at ripley's believe it or not. . >> outside our doors, partly cloudy skies turning mostly sunny by the second half of the morning and into the afternoon.

cover continues. this is ktvu mornings on 2. >> good morning. welcome to mornings on two. it's saturday february 23rd. >> of course we have been talking about the new year's parade. we know they come rain or shine. >> we are going to have plenty of sun. a good-looking day in store. how is it going to feel? cool and breezy for the afternoon. i'm watching the winds increase already this morning. we have clearing skies through the morning as well. a dry forecast from here on out. i will have a look at what you can expect. >> happening right now big crowds are expected for a gun buy back event that's set to get underway in an hour from now. alex is live at east palo alto city hall with more on how much money they will hand out and it looks like there is a lot of activity out already. >> reporter: yeah. this is a joint effort involving three cities here in the peninsula. east palo alto, and menlo park and they are all set up in the

parking lot of east palo alto city hall and you can see they have everything coned off here and taped off and you have police officers all getting ready for this big gun buy back program that will kick off in an hour at ten. all of these officers will be taking unloaded firearms from people who drive -- they will come in to the lanes here dropping off the weapons and getting cash in return. $100 for hand guns, 200 for rifles, 300 for assault rifles. i want to bring in an officer with the police department. what kind of crowds do you expect? >> good morning. we are expecting to have a large number. we don't know what that number will be but we are hoping we will have a good turn out. >> reporter: and can you say how much money you have to hand out? how long you will be able to give out the money? >> we have $50,000 to give out. that's all because of a nonprofit organization that was generous enough to help out. this point we will continue to

hand out the money until it's gone. we assume it may be over around 2:30. >> reporter: you know obviously this is a joint effort and you have -- there is an issue between the three cities with rising gang violence and that's what you are trying to fight. >> right. we are trying to create -- our goal is to have a safer community. if that means we can take a gun, potentially end up in the wrong person's hand out of a house then we are more than -- willing to accept those guns. >> reporter: okay and in about an hour, saw you briefing. is there any other advice you have for people. i mentioned already, make sure they are unloaded. anything else? >> if you know if possible if they have a gun box, place it in a gun box. we want them unloaded, keep them in a trunk if possible and just try to transport them in a safeway.

>> reporter: thank you. the police department. they will get started in an hour. this is the parking lot of east palo alto city hall. people won't have to get out of their cars. they will be able to drive through one of these lanes here, police officer will take the gun, check it in, this -- want to stress its information. you come down, turn in the weapon and police didn't ask questions, and you get the money. this will go until 2:00 this afternoon at least. for now we are live, ktvu. >> anti violence groups will also hold a rally in conjunction with that gun buy back. it'll be at 11 at the city hall plaza. jackie spear will be among a number of speakers addressing the state of current gun laws. >> overnight four passengers were injured when a group of teens shot an ac transit bus. it happened this morning. witnesses report in problems on board the bus but when the teens got off at 55th avenue

they started firing at the back of the vehicle. the rear window was blown out and the bus was riddled with bullet holes. passengers say the driver first hit the brakes but then sped away realizing about the danger. while nobody was shot four passengers were injured during the sudden movements of the bus. no arrests have been made. now a series of violent crimes has some tourists expressing concerns about visiting las vegas. two people in a cab and a rapper from oakland were killed in a shooting fiery crash thursday. a shooting outside a movie theater also hurt two teens earlier this month. officials say there is been a decrease in crime on the strip despite the high profile incidents. >> a bay area tradition celebrates it's 28th anniversary. workers finishing the 25 floats for the parade in san francisco because it's the year of the snake. many floats featuring a reptile.

parade watchers will see miss china town usa and her court. >> i'm invested in my culture, my roots and i want to show them that culture is a very important aspect of my life. >> there will be extra police monitoring the event. no parking signs and barricades are up already. we are once again going to air the parade and a broadcast center has been set up already. while the parade is the main event there are other activities this morning in san francisco's china town. a community street fair starts in less than an hour and attractions attractions will include dancers and other attractions. the parade route however is slightly different this year. check out the map. this is because of construction on the new subway system at union square. the parade starts at 5:15 at second and market. it'll go up to kearney, post,

wants to help find remains of his victims. the convicted murderer is one of two men known as the speed freak killers. in a jail house interview he said he tried to help the fbi but the agents ignored him. he the fbi is stopping the search of an old well, crews didn't find any human remains. this morning the bay area is reaching out to the families of the victims in the new town sandy shooting. they are hosting a fundraiser in honor of one of the children killed. this morning's event features a work out for adults and children. exercises include a rope climb, proceeds go to the fund that supports the community and encourages people to participate in acts of kindness. >> a woman who made headline when she said she found a finger in a bowl of wendy's chili is in trouble again. she is charged with filing a

false report and being an actress city to a felony. she said she saw someone shoot her son but an investigation found he shot himself. police say they believe he lied because he is a convicted felon. >> they confronted him and he admitted it. she -- said i will stonewall you, i don't know what you will talking about. similar to what we saw in 2005. >> she made headlines around the world with that case after she claimed she found a finger in a bowl of chili. she was sentenced to four years for that. >> two police officers are talking about their close call with a mountain lion. it started last weekend when the two were sent to help a hiker who said he was being stalked by the wild animal. >> i shudder to think what would have happened if he wouldn't have had a cell phone or something to call for help. >> reporter: the officers say they approached in a helicopter and saw the mountain lion20

. a battle to get guns off the street. the event that's about to get underway and why not everybody is happy about it. good morning. it's saturday, february 23rd. >> happening right now, big crowds are expected for a gun buy back event that's set to start in just about 30 minutes. alex savage live outside east palo alto city hall. >> reporter: well the police department is here, three of them along the peninsula, still getting it all set up this morning. the buy back doesn't officially start until ten this morning. give you a lay of the land. this is where they have everything set up in the parking lot of east palo alto city hall.

they are using some of the yellow tape to create lanes and that's where cars will drive up, the people will turn in their guns and then in return will get cash. $100 for hand guns, 100 for shot guns and rifles and 300 for assault weapons. the goal is to get unwanted guns and guns that may fall in to the wrong hands off the streets. $50,000, that's how much money they have to hand out. this is money that was donated. a short time ago i talked to a police officer about the purpose of this program. >> our main goal is to try to create safer communities and take guns that may potentially end up in the wrong hands and turn -- hand out money. >> reporter: now all of the guns that are collected today during the buy back program will be destroyed we are told though before that happens, the police departments will check to make sure that none of them are stolen. if they are they will try to return them to their rightful

owners. it's also important to point out its anonymous so no information, no investigation that are done. this gun buy back involving east palo alto police, and other departments, begins at ten this til two. for now we are live. >> oakland police are trying to figure out a motive behind an overnight bus shooting. a group of teens got off the ac transit number one line at 55th and police say they fired five shots at that bus as it drove away. the rear window was blown out and there were bullet holes in the bus. passengers say the driver first hit the brakes but then sped away and pressed emergency alarm. nobody was hit but passengers say that four people were hurt during the sudden movements of the bus. no arrests have been made.

witnesses say there were no problemming on problem -- problems on board the bus. a man is waking up free after spending seven years in jail for a crime he said he didn't commit. ronald ross started crying in court after a judge ordered his release. the decision came after the innocence project and lawsuits septembered his conviction. >> god blessed me with the dream team. angels that brought me this far. >> authorities say ross became the suspect in the case after his photograph was placed in a line up and he was wrongly identified. the innocence project said at least three witnesses lied to the jury during the trial. police say they are reopening the investigation into the shooting. >> security will be tight at tonight's new year parade in san francisco. police are adding extra officers for crowd control. barricades and no parking signs have gone up along the parade

route. this is the 25th year of the event. the largest parade outside of asia. >> the officers will be looking for people, anyone that may be drinking illegal open container that are alcoholic. >> the parade will have more than 100 groups participating. there are some 25 floats, most will clowe a reptile to coincide with the year of the snake. the route is different this year due to construction of the new subway system. the parade starts at 5:15 this evening at seconds and market streets, then to kearney, post, pow powell and sutter. streets will be blocked off so people are advised to take public transit or watch on ktvu channel 2. coverage starts at six and it's hosted by julie and ben fong torres. we will also stream it live for you on ktvu.com and on your smart phone and tablet. >> japan is promising to be a

stronger ally to the united states. yesterday their prime minister met with the president in the oval office. the two also sent a warning to north korea that nuclear threats wouldn't be tolerated. they are united in their determination for strong action. the president is also scheduled to meet with the arizona senator john mccain tuesday about immigration reform. mccain made the announcement in a meeting the mexican president. the senator is one of eight working on a bill. he said there are still areas of significant disagreement with the president but he is optimistic that legislation can be passed that will include a path to citizenship for illegal immigrants. the obama administration is also asking the court to declare the defense of marriage act unconstitutional. in a brief the government argues the law denies federal benefits to tens of thousands of same sex couples who are legally married under state law. it didn't address proposition

will be looking at the crane and the piece of scaffolding that was involved as part of their investigation. >> the investigation in to the crane collapse is expected to take one month. the new eastern span of the bridge is still scheduled to open labor day weekend. >> a preformer faces charges for allegedly abusing underaged girls. the 27-year-old is an actor at lesser center for the arts and worked at the ballet school in walnut creek. he assaulted at least two underaged girls officials say and there could be more out there. he appeared in court yesterday morning but didn't enter a plea. >> right now supporters of the drake's bay oyster company are holing a vigil. they have weekend gathers since last night and they say they will stay there until 6:45 tonight. they say they are praying for the 31 employees who could loose their job itself the company is forced to shut down

next month. after the department of interior wouldn't renew the lease they took the battle to court. a popular destination could be a thing of the past. the east bay regional parks committee has recommended shutting down the shadow cliff's water park in pleasanton for good. they have been looking at bidders to try to fund the reconstruction of the aging slides, the district shut them down last year saying they needed 88 5,000 dollars in safety renovations. hundreds will take a dip in the cold bay waters for a good cause. it's the polar plunge taking place at noon. you are looking at video from last year's event. this event raises money for the special olympics and john and mark and s.o.p. lie all diving in. rights now until 10:30. there is a 5k walk. >> the amgen tour is look for

he said audiences won't let women age on the air. next week i will be one week shy of 66 years old. i have shown thymoma that people have accepted us and we have shown that we can do it. women can cover hard news. >> talk to me about 41 years in the business, 35 at ktvu. the fire, the drive that is in you that got you to work every day. and -- to produce what you have produced over your career. what is it? >> i don't know. i guess it's my parents and the old depression era you work hard for what you get and then in the early days we had to work harder than any of the men to prove we could do the job. people say you work to hard. i can't stop working hard. we have a special report on monday night. one of my last stories and i'm just as excited about that as i was that very first story 41 years ago. it's just i believe that we

have a purpose as reporters, we are here to inform the public, to be their eyes and ears and i will pass that onto you and others but it's a sacred trust and i hope that i have carried it the way i should have. >> is it hard leaving the business because -- it's great following storeys start to finish? in your case you -- you have done stories where there is no finish yet? they are still working on it? the zodiac and kevin collins. >> it is tough. that's the hard part. i look at all the stories i wanted to do and i haven't gotten to do or that i haven't seen the end too. you are right. that is hard. you know at some point in your life this has been my life. 41 years, it's time to step back and see what else is out there. i'm not sure what that is. travel, fun, just -- seeing a different shade of life. >> i have had the honor to meet your family, you have met mine and we have spent a lot of hours here. can you talk about what you will miss about this family?
